Set lower bound version for install requirements #155

It's a best practice to set a lower bound version for install requirements. I'm not sure what's the minimum compatible versions for this project, so I used the latest major versions.

The concern we had is that if a lower boundary is specified, some users may need to update the package to use nebula-python. Since it's been quite a while since this PR was proposed, It should be good for most users.
