With this PR we will have the base project boilerplate before introducing packages.
You will miss some things in CI (like coverage) that we need to investigate how to integrate with a monorepo (should be in the root package or in each package).
As there are no packages, we cannot run tests, so this step is commented. We will enable when we add them.
