chore(github): update stale issue periods (#73709)

## Why?

We should be more aggressive with how we close issues.

- Update the stale waiting period for `please add a complete reproduction` to 2 days
- Update the stale waiting period for `please simplify reproduction` to 14 days
- Update the stale waiting period for `please verify canary` to 14 days
