Finds position for a circle with a given radius that spans the maximum number of given points with tfp.optimizer.differential_evolution_minimize.
Takes input in a text file input.txt on separate lines with the following structure:
- radius - float number;
- n - integer number of points;
- n lines of space separated float numbers - pairs of coordinates.
