The main contribution of this PR is the migration of the
Dockerfilefrom Oracle Linux to RHEL 8 (technically Red Hat UBI 8, which is their public Docker base image that is equivalent to their enterprise RHEL 8 image)This PR also contains a small script I had written during the HIV-TRACE retreat to calculate intrahost pairwise distances using
tn93(e.g. for QC of individuals with multiple collected sequences)
