This switches the packaging for the project to use Hatch instead of an old-school setup.py script, and it also adds the heretofore missing numpy dependency.

Building and publishing new versions for PyPI is done with hatch build; hatch publish, and e.g. version bumps can be done ergonomically with hatch version.
