feat(api/debug): support debug trace without blockId

Description

Currently if we want to trace one transaction, we need to provide a block id and txhash, but sometimes we only have txhash, so need to fetch the blockid first and then we can use this API. But actually we can fetch the blockid from txmeta, so this will simplify the client's logic.
