Is your feature request related to a problem? Please describe.
We need an implementation of the Seqvars module from the design docs.

Describe the solution you'd like
Create a minimal implementation of the models and API views so we can generate the OpenAPI schema and get frontend development started.

  • create model and endpoint implementation without tests and permissions checks for now (only enable when VARFISH_GEN2_ANALYSIS is true
  • create follow-up issue for implementing tests and permissions (Finalize "cases_seqvars" module #1738)
