Currently we're getting experimental flags (such as
appDir) from the user config,nextConfig. This PR changes it to use theoptions.configargument of thewebpackfunction instead. It's similar tonextConfigbut it has all fallback values resolved asappDirnow defaults totrue.Fixes #1087.
