Generally speaking is "en-MX" correct here? Wouldn't be "es-MX" be more appropriate, or am I wrong here?

The correct country code for Mexico is MX, and the locale code for Spanish spoken in Mexico is es-MX and code for English spoken in Mexico is en-MX.

I don't think we need this. Mexican mobile phone numbers can be validated using es-MX. We have some aliases set up, but as English is not an official language in Mexico I do not think it fits there either
