After merging a PR, a "FixPR workflow run failed at startup" message always appears with the following error:

[Invalid workflow file: .github/workflows/FixPR.yml#L39](https://github.com/uutils/coreutils/actions/runs/5364367814/workflow)
The workflow is not valid. .github/workflows/FixPR.yml (Line: 39, Col: 13): Unrecognized named-value: 'steps'.
Located at position 1 within expression: steps.vars.outputs.RUST_MIN_SRV

It started about a month ago according to https://github.com/uutils/coreutils/actions/workflows/FixPR.yml?page=5 and my guess is that #4771 is the cause, though I don't know why.
