This cannot use 'type: boto3' because the HeadBucket operation fails and galaxy won't start. It turns out that even though it is possible to add policies remotely, HeadBucket is not a valid action, so this is using 'type: generic_s3' which works on my localhost galaxy - I can create and delete files without adding a policy to the bucket.
