For tools PR usegalaxy-au/usegalaxy-au-tools#1130 Set singularity_enabled: true for all tools owned by ecology or galaxyp. For galaxyp there are some exceptions such as msconvert where docker_enabled is true and singularity_enabled is now set to false.
