unicode.py had a typo preventing General_Category=Other_Number characters from appearing in
N_table. I fixed the typo and regenerated tables.rs. I used the data files from Unicode 9.0 because upgrading the Unicode version is a more involved affair.Cf. rust-lang/rust#51609.
