As @mckelveygreg called out last year, maintaining the dependencies on this repo takes attention that the repo is not regularly getting.
Rather than having to manually manage the updates, this adds a dependabot.yml file so that we can have dependabot create pull requests for us with version updates.
I have not yet looked into the configuration options on this file yet, but wanted to open this PR so we can figure out if we want to do this and how we should configure it.
