feat(db): node conditionalized stop #4325

What does this PR do?

  1. given block time,block height,block sync count
  2. add new method for query persistence db

Why are these changes required?

support node conditionalized stop.

This PR has been tested by:

  • Unit Tests
  • Manual Testing
