Due to the msvc compiler change in microsoft/STL#3818, the aws-sdk-cpp CI build breaks (warnings are treated as errors). A fix is available upstream when we upgrade our vcpkg ports but to avoid an immediate upgrade, we'll define _SILENCE_STDEXT_ARR_ITERS_DEPRECATION_WARNING for now.
Remove obsolete iOS and zlib patches.

DEV-3448 Fix Windows CI builds
vcpkginternal scripts so we have the latestmsys2links - the old ones started to 404, breaking CI.aws-sdk-cppport which broke due to<iterator>: Modernize and deprecate(un)checked_array_iteratormicrosoft/STL#3818dcmtkport which broke due to the above changes in thevcpkgscripts. It's now better aligned to the upstream port which should ease future updates as well.
