@uppy/react: remove useUppy & reintroduce useUppyState

• useUppy has been deprecated for a while and can be removed.
• Reapply useUppyState (had to be reverted because it was a breaking change)
• Use useSyncExternalStoreWithSelector instead of useSyncExternalStore to prevent unnecessary re-renders
  • @uppy/react: add useUppyState #4711 (comment)
• Add tests to see if the TS return type is correct and that the hook works as expected.
• Require React >=18
• Do not put .test.{jsx,tsx} files in lib.
