Set AzDO pipeline to trigger on PRs that include pipeline changes

Proposed Changes

• Pipelines should trigger on changes to themselves. This lets PRs that change the pipelines trigger tests so it can be confirmed they still work

Before implementing this check security settings re: secrets & if they are available to builds of forks.
