fix the link and badge for CI #1049

the badge image has been incorrect and not reflective of CI status since august 2023 (9c877ce).

So the badge broke due to a rename of the CI workflow, but the URL for the badge stayed valid. Good catch.

The badge is for branch master. Should the link also be for branch master?

i had a look at it, but adding ?branch=master to the link doesn't seem to do anything; you have to add a search filter like ?query=branch%3Amaster or something, which seems less obviously desirable to me

The search query results in only showing CI results that the badge is referring to, so that makes more sense to me then showing CI results of random PRs. I leave it up to you.

i guess it does make sense enough to show just master branch. and it's not like fragility based on whatever github decides to break matters much since that's kinda upstream of all the other parts of it anyway

yeah i have no idea why the old ci badge remained valid and green to this day; seems error prone to me.

_PROST!_ is a [Protocol Buffers](https://developers.google.com/protocol-buffers/) implementation for the [Rust Language](https://www.rust-lang.org/). `prost` generates simple, idiomatic Rust code from `proto2` and `proto3` files.

This patch update brings new fixes:

- fix: include_file should handle proto without package (tokio-rs#1002)
- Place Config::format behind the format feature flag
- Handle keyword `Self` after stripping enum type prefix (tokio-rs#998)
