merging. also fixed clock max gas setting and covenant instantiation. latter should be revisited, but interchaintest is unblocked. |

Revert instantiate2 because neutron doesn't support cosmwasm_1_2 yet, and we don't know when it will be supported.
On the bright side, we now have a working example of instantiate2 we can look at if needed, and quickly revert when/if needed.
