Let's add a test to chunk_utils_internal
with fdw table.

Tested with OSM on a previously failing test. With this patch it works fine.

Could you please add a test to chunk_utils_internal for this case?
#7174 might have the relevant test.

The osm chunk is a foreign table which does not support constraints so we have to exclude the osm chunk when propagating fk constraints. Fixes #7188

This release adds support for PostgreSQL 17, significantly improves the performance of continuous aggregate refreshes, and contains performance improvements for analytical queries and delete operations over compressed hypertables.
