Bug Report

What did you do?

start up one zone, and the another zone do not startup.

What did you expect to see?

async model.

What did you see instead?

Verify it on follow label, without backup cluster startup, primary cluster will enter into async mode. Pass.
/ # ./pd-ctl --version
