Get the CKAN plugin ready to use

We need to get the MVP working with the certificates API.

• Set up CI/Travis
• Set up packaging and installation

Will this just be focused on displaying certificates in CKAN?

@Stephen-Gates the main focus of the plugin is to add new datasets to certificates when they are published or updated.

There will be an extension for displaying certificates too, we're planning on using the https://github.com/datagovuk/ckanext-certificates plugin as a base.

Thanks @pkqk. So on publishing/updating a dataset to CKAN a call would be made to earn/update a certificate so ODI don't need to regularly scan a whole portal?
