CI: use GitHub Actions

Use GitHub actions to run golang-ci-lint, cross, and test. Mage is still used to perform cross-compile (as it contains code to generate the GOOS/GOARCH matrix Signed-off-by: Sebastiaan van Stijn <[email protected]>
