Add `description` to `google_service_account`.

Updating description doesn't work on my end: terraform writes updated description into state, however the description is not persisted by Google API. What am I missing?

Here's what I get in when running apply with TF_LOG=TRACE TF_LOG_PATH=logs.txt:
