Added some important details such as how contributors must sign a CLA and how we develop on TensorFlow nightly.
That should go in a CONTRIBUTING.md file.

Within DEVELOPMENT.md, we note how TensorBoard at HEAD relies on TF nightly - that seems important to developers and has been the root of various issues such as #431.
