Organizations can get transactions owned by other organizations #138

When a transaction is created within an organization, the same transaction can be gotten from other organization.

POST http://localhost:3001/org/PDI/trans/ ==> b3c0e77f-67fd-486d-b06c-abbd8df1536f
GET http://localhost:3001/org/PDI2/trans/b3c0e77f-67fd-486d-b06c-abbd8df1536f ==> returns transaction information, but the trans is NOT owned by PDI2
