Add links to 0.13.1 and 0.13.2 releases

I've creatd the 0.13.1 patch release, now we can make a link to the docs
in our README. I'm also about to make a 0.13.2 with items I missed when
creating 0.13.1 so I'm adding a link to those docs as well.
