This option introduces an error prone flow when someone can generate the list of packages starting from wrong date.
The date should be determined automatically based on the date of previous release.

When using command list-packages, since parameter is not required any more. It can be specified in case of manual configuration, however, if it is omitted the latest delivery will be detected and it's date will be used as since parameter.
