Adds a container for Fileshot UI

Adds a container for postgresql

Describe testing procedures

docker-compose -f build/docker-compose.yaml build

Navigate to http://localhost:9980/, login using strelka/strelka.

Upload src/python/strelka/tests/fixtures/test.html.

Observe a correct strelka event for the test fixture.
