Make it the default editor for the default "Plain Text" format.
Also enable displaying user provided HTML ("safe" HTML), to avoid
the confusion of having the end result rendering as plain text.

I wanted to get the scaffolding off the table, so I have something on which to play around to finish the Roadmap I was writing.
Opening as Draft to share progress, but I'll turn it into a normal PR later this week when I finish the Roadmap.
