What this PR does / why we need it:
Changes the packer test-image to fedora-35 from rocky-8. Rocky-8 has support for cgroup v2 but there is a bug in systemd 239 which is more ugly to solve. As we are also using a newer kernel it makes more sense to switch to fedora directly, because this would be more stable than a self-patched solution. As updates should also be done on a very short regular bases 1-3 month it fits very nice into fedora's release cycle.
