T21023 - Adding a row after expanding "detailElements" put the new row above the detail element

Issue: when a detail section is expanded, click Add Row to add a new row. However, the new row is added above the expanded detail section. The detail section becomes attached to a wrong row.

Expected behavior: clicking Add Row adds a new row under the expanded detail section.
