Describe the bug
Click-and-Drag is not working. I cannot click and drag the scroll bar handle to move it up or down.

Steps to reproduce

  1. Go to https://surveyjs.io/service/editsurvey/b868dbaf-0ef9-4306-9d27-6e39dc97c94f
  2. Click on the 'Are you filling in this questionnaire for:' question.
  3. Go to Choice options and try to click the scroll bar and drag it down.
  4. See error

Expected behavior
Click-and-Drag works well
