T19782 - matrixdynamic column tagbox "None" and "Other(describe)"

To reproduce the issue, run this demo, click the Edit column button for the first column and remove the Other and None options:

These options are correctly removed in preview:

However, if you activate the settings panel, these choices persist:

  • Also, the creator.onSurveyPropertyValueChanged event is not raised when removing options from the Edit Column popup editor.
