T15855 - Survey Creator Bug

The issue can be reproduced on our online demo. Activate a survey creator on a wide screen, notice that a toolbar appears correctly and a three-dot button is there at the bottom. Switch to Preview, back again to Designer: the button doesn't appear but the toolbox is not scrolled. If you switch to the Preview and back once again, the button appears again.

Expected behavior: the button always appear when there is not enough room to display the Toolbox entirely.
