Lets move the prod build to clang (but leave a test build with msvc)

Windows on CLang

Add a windows-clang build to CI. If it works, we will swap
the release pipeline also. Addresses surge-synthesizer#7004

OK with surge-synthesizer/releases-xt@d091e3d the release pipeline is also moved, so I'm closing this.
