So something is making note initiation pop in Surge XT in Logic Pro in some situations

Load this project or load the .mid file in the project and play it with bass3. The first note does a really loud pop. With the VST3 in reaper with the same mid it does not.

Surge? Logic? AU? JUCE? Who knows. But real bug here.
