right now ~Library beats Library
But if your component is in Library then Library should beat ~Library
And similarly if your component is in ~Library then ~Library should beat Library

Use the newer of ~/Library vs /Library. This means if you did a build
in 2018 and install 1.7.1 you get the right result.
