In the picture, brighter blue Sync slider means it's modulated by LFO1, and brighter blue Sub Level slider means it's modulated by LFO 2.
Regular blue slider just means that a parameter is modulated by one or multiple modulators that are not currently selected.
Lighter blue color of the slider matches the same blue of the selected modulator tab (#2E86FE). Not sure if the lighter part is made with transparency or a solid color, but that one is #94BEFA.

1. Increase the contrast between moduated-by-anything and
modulated-by-current-source sliders. Closessurge-synthesizer#1455
2. Add touch compensation on windows, per contribution from
@nathankopp. Addresses surge-synthesizer#1443, but need final user confirmation.
