Move windows release actions pipeline to clang rather than msvc #1106

When I tried with clang / unix-makefiles it failed in the inno stage. Just adding an issue to remember to sort this out one day when its raining

baconpaul added a commit to baconpaul/shortcircuit-xt that referenced this issue


          Move windows release to clang and update PR/CI targets

- Windows clang for release stage
- Smaller CI MSVC stage
- Test the AU (mac) and VST3 (lin) and Standalone (win) in PR
