Mocha 6 is released. We should update both the @stryker-mutator/mocha-framework plugin as the @stryker-mutator/mocha-runner plugin.

The breaking changes look minimal. Maybe we only need to update the peer dependency version

I've asked if the loadOptions api is public. We're planning on using it for this issue.
