Split changesets that are far apart #4401

I was recently told that I should split a changeset into two separate ones because the locations were too far apart from each other (they were on different continents). I could have done this by uploading before completing quests in the new region, but if I forget to do so, it seems like there is no way to upload the changes in the way that was recommended. Ideally, I think it would be nice if there was some sort of distance threshold, and if quests are too far apart, then they're uploaded as separate changesets, but if that wouldn't work, it would help if there was some way to manually choose which completed quests were uploaded as a single changeset.

This has already been addressed in #4245 and some other issues linked in #4081
Here is a FAQ Section about this topic.

The problem can happen just as well with iD or JOSM and is therefore not a pure StreetComplete problem. The OSM API could in principle also reject the changeset during the upload if the area is too large.

I hope this has shed some light on the subject.
