Quest for maxheight

Mentioned in #38. If a highway=primary|secondary|tertiary|residential|unclassified|road AND tunnel=yes doesnt have a value for maxheight ask "What is the maximum height for this road?"

It seems that for SC maxheight=no_sign would be the useful value.

I would ask also for highway=primary_link, secondary_link, tertiary_link, living_street, service. I would not ask for highway=road.

I would ask also for tunnel=building_passage (https://taginfo.openstreetmap.org/tags/tunnel=building_passage#combinations).

You should ask it also for streets passing under bridges. I don't know if it's an easy query to do with overpass but sometimes you see the same kind of crossing tagged as:

• upper road as bridge=yes + layer=1, lower road as is
• upper road as is, lower road as tunnel=yes + layer=-1

Usually it depends on: what road was the first to be mapped, how one is used to map things, how many relations you break splitting roads... :)

https://github.com/mmd-osm/osm-maxheight-map is a overpass api based map which shows interesting maxheight ways.
Perhaps @mmd-osm can share the query magic used. :-)
