Windows has limit on PATH environment variable total length to be 4095 max. If you reach this limit then you will be not able to execute command line apps that you installed recently.
Use this tool to see what entries you can remove like FOLDER NOT FOUND, FOLDER IS EMPTY or DUPLICATE folder.
