What
Adapt {ui}{128,256} to new xdr definitions which fixes inconsistent ordering between the host and the xdr forms (issue first discovered in #743 (comment))
Also added minimal set of host functions for {ui}256 to enable testing.
Added some testing to do roundtrip comparisons.
(These are currently pinned to my local branch in rs-stellar-xdr, will update once this PR is merged.)
