services/horizon: Add ingest build-state command

What

Add ingest build-state command which builds state at any given sequence number and exists. It's also possible to skip bucket list hash checks which significantly speeds up the process (useful for debugging purposes).

Why

It's ofter useful to debug state at any ledger and do it fast without bucket list hash checks.
