What

  • Bugfix: Properly handle pre-P19 accounts which have nil extensions (SequenceTime/Ledger)
  • Sync XDR w/ latest Stellar Core master, add new txMalformed and txBadMinSeqAgeOrGap error codes
  • Bump Stellar Core versions to v19.0.0 stable
  • More integration tests
  • Changelog bump

Various things added to and/or found throughout release testing.
