PR for initial tests of Move linkcheck to a cronjob-style workflow cjolowicz/cookiecutter-hypermodern-python#901
- Added separate workflow for documentation since it now has different triggers from tests
- Added cronjob trigger
- Updated noxfile to have docs_build with linkcheck

Closes #556
